Rust rocket splash basics

When rocket splash makes a raid path better than the cheapest direct damage method.

Short answer

Rockets become better when splash damages more than the first target. If splash is wasted, cheaper direct methods may win. If splash opens several pieces or speeds up pressure, rockets can justify higher sulfur.
